Couldn't delete one of the partitions that was in use using storage editor. It was due to a remnant of test case "Guided multi empty all" that sets up RAID, and it looks like you can't use cockpit-storage to get rid of it. After removing RAID using the Btrfs CLI tool, I could finally proceed.

Teste two distinct ways: first install using the "create account" page in the webui interface; second install I disabled this at installation time and wait for the first boot, then a screen poped-up with the options to create user and paswd. ALL worked fine.

Unchecking "Use local account" forces you to create a user account manually as root on first boot, as you cannot get through the login screen and COSMIC doesn't seem to have a first-boot experience.(#1) Also, keyboard defaults to QWERTY before first login, it's fixed afterwards.
